UK Local Authorities Plan to Sell Off Social Clubs and Sports Centres to Balance Books

Based on a new poll of municipal councils, UK councils are preparing to offload community centers, athletic facilities, and retail spaces as they rely on a fire sale of assets to balance the books.

Increasing Financial Pressures Drive Asset Sales

A coalition of councils representing major urban areas in England reported that 60% of local authorities are intending to sell assets to meet the rising costs of adult and children’s social care.

Local governments have previously come under fire for selling playing fields and open spaces to support their budgets, but they argue they must continue to generate essential revenue from property disposals or declare themselves bankrupt.

The group said that a high proportion of authorities seeking to generate funds from a quick sale of holdings marked “a distinct shift from 2024, when the majority (six in ten) of local leaders said they would prioritise restructuring services and using savings to weather increasing financial challenges.”

Detailed Examples of Proposed Disposals

Medway Council in southeast England said its asset disposal plan included the disposal of a shopping centre in a local town and a social club in another town to raise 20 million pounds over five years.

  • Gillingham golf club and commercial properties held in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be disposed of under the plan.

Council Tax Rises and Broader Fiscal Strains

The survey of councils in the coalition, which includes several urban centers, further found that more than 70% of councils will need to increase council taxes next April to address the growing cost of core provisions, increased rates of homelessness, and a longstanding housing shortage.

The authority said it will proceed with property disposals after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are taking creative strategies but some of these take time to deliver both improved services and cost efficiency,” said Vince Maple.

He continued: “We face population challenges which will continue to add to the pressures we have. As a unitary authority, we had a 91% cut in our revenue support grant from over the past decade, which is extremely difficult.”

National Patterns and Forecasts

Research of regional authorities this week further found council budgets being stretched by the increasing figures of children and older individuals requiring special educational assistance.

The County Councils Network said that council deficits will reach £4.4bn a year by 2029, as they grapple to manage rising needs.

Ministers have delayed planned reforms to the Send system until the coming year after a policy document setting out those changes has been postponed.

Disadvantage and Financial Shortfalls

According to the latest indices of deprivation (IMD) covering UK local authorities, several key cities members were among the most disadvantaged in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 across the country under the latest deprivation indices,” said the study.

“Although only one key city is among the top 10 for disadvantaged communities nationally, cities are far more likely to be in the worst-off 20% of the nation. The data underscores the extent of difficulties facing local leaders across major urban centers in the next twelve months,” the report concluded.

“Local government leaders have been explicit about the necessity for a equitable and lasting financial structure that reflects and responds to the real levels of disadvantage and need,” stated a council leader.

“Lacking this, local authorities will continue to face impossible choices around which essential services to allocate spend to, and which to cut, to the disadvantage of their communities.”

A fifth of councils have cut or compromised social care provision in the past 12 months, the survey found.
